The Bureau of Land Management (BLM) is developing the Jackson Mountains Herd Management Area Plan (HMAP), which will set long-term management policies for this herd. Their proposal includes sterilizing up to 25% of the mares, surgically implanting IUDs, and removing 415 of the estimated 545 wild horses currently in the HMA. Additionally, they plan to use the fertility control drug GonaCon, which is known to sterilize mares and disrupt natural wild horse behaviors.
The BLM has known for over a decade that the Jackson Mountains wild horse herd’s genetic health is at risk. In 2012, the agency’s own equine geneticist raised serious concerns about inbreeding and jeopardizing the genetic health of the herd. Yet, despite this clear warning, the BLM has failed to address a solution — adjusting the AML to support a healthy, genetically viable population.
The Jackson Mountains HMA is located 60 miles northwest of Winnemuca, NV, in central Humboldt County.

We know how hard it is to fight a government machine that seems to operate outside the guardrails — especially when Congress blindly follows the BLM’s lead.
But we must speak up. This ill-conceived proposal cannot go unchallenged.
